Robert J. Awkward is the Assistant Commissioner for Academic Effectiveness for the Massachusetts Department of Higher Education. In this role, Bob is responsible for leading the advancement of a culture of assessment and the increased utilization of open educational resources for the 29 public institutions through convening, professional development, and statewide program coordination, including the Massachusetts Open & Low-Cost Educational Resources Advisory Council. This role involves efforts regionally and nationally, where he serves on the New England Board of Higher Education Open Education Advisory Committee, the Open Education Association Steering Committee, and formerly on the Open Education Network Steering Committee and DOERS Advancing OER for All Work Group.

In addition, Bob is currently serving as a visiting professor of human resource management at Framingham State University and program coordinator and advisor for the Master of Human Resource program, where he received the 2025 Advisor of the Year award.

Bob possesses a Ph.D. in Higher Education from the University of Massachusetts Boston, a M.Ed. in Human Resources Development from Boston University, and both a M.S. in Economic Policy & Planning and a B.A. in Political Science from Northeastern University.
