Research to Advance Open Education

OER and MOOCs in the Netherlands: State of Affairs

The first initiatives in Open Education in the Netherlands were taken in 2006, by the Open University in the Netherlands and University of Technology Delft. From 2012 onwards one can witness an increase in OER and MOOC related activities and initiatives, both institutionally, cross-institutionally and nationally. In June 2015 the Dutch Ministry of Education, Culture and Science has formulated several ambitious goals with regard to open and online education in its ‘Strategic Agenda’. What the actual situation is for open education in the Netherlands is however very unclear. There is no general information available as to how many MOOCs and OER have been produced, used, reused, remixed and republished, in which scientific domains, by which HE institutions with which intentions. This lack of information and insight hinders the formulation of an effective national strategy needed to realize the ambitions set by the Ministry. A national survey is conducted to provide this general overview.

The results show many activities are performed on many places, but in general a shared vision and policy on publishing and using OER and MOOCs is lacking. Future research will be undertaken to enhance the picture. The report (in Dutch) is available on bit.ly/oermoocnl2016.
