This paper, based on an updated version of the final report of the ADOERUP study (released by the European Parliament in October 2015), reviews the current use of Open Educational Resources in Adult Education in Europe, assesses its potential and makes recommendations for a) policy interventions by countries and b) strategic interventions by universities and other providers, taking account of relevant national and European Commission policy frameworks. It incorporates research in 2015 on over 12 Member States, leveraging on a synthesis of existing research from a range of projects including POERUP (Policies for OER Uptake) and a 2014-15 Study on Shared OER for the Joint Research Centre, updated and augmented by outputs from the D-TRANSFORM project, The Changing Pedagogic Landscape, JRC projects, and institutional studies by the author.
