The continuous development of Information and Communication Technology (ICT) gives rise to new opportunities for the teaching and learning, thus challenging established practices as of how teaching and learning are conducted. . Teaching and Learning takes place in (or in a combination of) different educational environments: classroom, online, or mobile. Blended learning, or hybrid learning, is a formal educational program that integrates face-to-face learning with technology-based, digital instruction. Open education is a collective term referring to open and free access to a wide range of educational materials, which are distributed, shared, and consumed through the Internet. With the objective to broaden access to the learning and training traditionally offered through formal education institutions, open education is primarily driven by institutional practices and programmatic initiatives. Under the open licenses, dissemination and reusability of digital resources are facilitated, resulting in the rise of OER. Students and self-learners nowadays have a wide range of options for acquiring new knowledge and skills outside the context of formal education, where this demand-pull approach motivates learners and promotes self-directed learning. One of the fundamental concepts of OER is “the ability to freely adapt and reuse existing pieces of knowledge.”, and therefore be a way to create more economic and personalized learning. The OER movement has challenged the traditional value chain by employing new methods to deliver high-quality educational content. The purpose of this work is to show a way to enhance the face-to-face classrooms with integration of OERs, to create blended learning instruction. OERs are keys to engaging students and teachers and offering a blended learning environment that couples the best of face-to-face teaching, open access movement, with the 21st century skills. Reuse of OERs by both individuals and organizations may have significant creative and economic benefit for learning environments. The approach is based on Semantic Web and Linked Data technologies for describe and publish learning paths and designing higher education courses using OER and Open Linked Data. In this new paradigm for educational content consumption and integration, OER are expected to play a decisive and productive role for blended learning. The approach presented can be used to support different blended-learning models.
