This paper updates developments in the Learning and Performance Support System (LPSS) program as it relates to open learning. In particular, the mechanisms of the resorcue repository network (RRN) and the personal learning record (PLR) are described. The impact to coordinated access to open learning resources is documented and the workflow connecting personal learning goals, for example, the attainment of competencies, with the acquisition and use of resources is described. Case studies describing work with several partners are included.
